You asked

I’m glad you feel confident in the measures put in place and how they’re being enforced too. That makes me feel particularly comfortable asking these follow up questions as I know you’ll have no problem delivering. What are the official statistics for the enforcements in place and how are they being collected? How many people have been fined in the last year? How many have been refused entry? Do the statistics show that the current measures are effective? What are your sources?

We answered

TfL Ref: FOI-0234-2122 Your email of 4th May 2021 to our Customer Services team has been passed to me to address the request for information contained in the second paragraph. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. You asked the following, in relation to the wearing of face masks and enforcement on TfL services: “What are the official statistics for the enforcements in place and how are they being collected? How many people have been fined in the last year? How many have been refused entry? Do the statistics show that the current measures are effective? What are your sources? Face covering regulations for public transport came into place on the 15th June 2020. Our initial approach was to focus on engagement and explanation of the new requirement by frontline staff, through extensive customer-facing communications. Over three weeks following the announcement, over 100,000 complementary facemasks were handed out by frontline staff at the busiest train and bus stations to encourage compliance, supported by a visible police and uniformed presence once mandatory face coverings on public transport were announced. We have been running an extensive communications campaign that has included posters and PA announcements to make our customers aware. We also put measures in place for our operational teams to report issues to us. Our monitoring shows that the majority of passengers are complying with these regulations, with compliance at around 90%. As more customers understood the requirement our officers progressed to the enforcement stage, taking a more robust approach with customers who do not comply with regulations. Enforcement includes refusing entry to passengers who do not comply with the requirement, ejection or being issued with a Fixed Penalty Notice (FPN). The data we hold in this regard is gvien below. The police are also engaging with similar levels of passengers and stopping those without a face covering and who do not have an exemption from travelling. The numbers below do not include police enforcement. Between Saturday 4 July 2020 when TfL began enforcing the requirement and Wednesday 31 March 2021: - 151,666 people were stopped by TfL enforcement officers from getting on our public transport services until they put on a face covering. Most complied by getting their face covering from their bag or pocket, putting it on correctly or purchasing one from a nearby shop. - 10,483 people were prevented from boarding and 2,296 were ejected from the service. - 2,726 Fixed Penalty Notices (FPNs) have been issued by TfL’s Investigations, Appeals and Prosecutions team. 1,240 pre-court letters have been issued where a FPN was not paid within the required 28 days. - 474 cases have been listed in court If this is not the information you are looking for please do not hesitate to contact me.
