Thank you for your request received by Transport for London (TfL) on 4 May 2017 asking for information about road traffic infringements.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.
The highway code and rules of the road apply to all vehicles using our roads. Any vehicle observed contravening a traffic restriction on the red route network may be issued a Penalty Charge Notice (PCN). Bus services in London are run by private operators who have been awarded a contract by TfL, therefore PCNs are issued to the private operators. We do not record the type of vehicle that a PCN is issued to. While we could provide information about the number of PCNs issued to the bus operating companies, it would not be possible to identify how many of those PCNs were issued to buses, or how many were issued to vehicles being operated on behalf of TfL at the time of contravention.
Information about PCNs issued in London is published annually by the London Councils http://www.londoncouncils.gov.uk/services/parking-services/parking-and-traffic/parking-information-professionals/information. In recognition of the strategic importance of the red route network, all TfL PCNs are issued at the higher Band A rate of £130.
TfL owns very few vehicles. As explained above, buses are owned by bus operating companies. Other vehicles required for TfL’s day to day operations are usually owned by contractor companies or leased by TfL, and therefore not registered to Transport for London. That said, we have run a search for any PCNs issued to Transport for London or vehicles registered at our heard office, Windsor House, but have not identified any such PCNs being issued.
