Please provide details of the number of appeals that have been granted since the scheme was introduced and details of why the appeals were approved.

Thank you for your request received by Transport for London on 18th April 2023 asking for information about appeals made in regard to Ultra Low Emission Zone (ULEZ) Penalty Charge Notices (PCNs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

Please provide details of the number of appeals that have been granted since the scheme was introduced and details of why the appeals were approved.

I am afraid that TfL does not hold the requested information as appeals against PCNs are handled by the London Tribunals (when a PCN is issued the recipient has a statutory right to challenge it by submitting a representation to TfL. If this is rejected the recipient can appeal to an Independent Adjudicator at the London Tribunals). However, that said, note that the London Tribunals publishes data on appeals against Road user Charging PCNs on its website here:

https://www.londontribunals.gov.uk/about/annual-reports-and-appeal-statistics - see the documents ‘Road User Charging Adjudicators’ Annual Report...’ for each of the relevant years (the ULEZ scheme was first introduced in April 2019).
