2021 stage of pay agreement at London Underground Limited (LUL)

1] Please state the effective date of the 2021 stage of the 4-year pay agreement covering employees at LUL (eg 1 April 2021) and the employee groups that are covered by the pay rise taking effect on this date. Please also state the % basic pay rise that was applied on this date. 2] If the 2021 pay review for any employees at LUL has a different effective date (ie different to the date stated in question 1), please state this date (eg 1 July 2021) and which employee groups are covered by the pay review taking effect at this date. Please also state the % basic pay rise that is applicable on this date and the period covered by this review (eg 1 year). 3] Please state the total number of employees covered in 2021 by the pay agreement at LUL. If applicable please also provide a breakdown of the employee numbers divided into groups with different effective dates. 4] Please list the current grades and pay rates payable at LUL from 1 April 2021. If applicable, please also provide the current grades and pay rates applicable from any other effective date in 2021. 5] If any employees at LUL are eligible for individual performance-related payments or bonuses instead of or over and above the general pay rise please state for 2021 which employee groups are covered together with total employee numbers covered, the range of increases, the effective date, whether or not they were consolidated into basic pay and the overall % of the paybill allocated to fund these awards. 6] Please state the overall paybill increase as a result of the 2021 stage of the pay agreement/pay reviews at LUL, expressed as a percentage of the paybill. 7] Have any other changes been made to terms and conditions (for example holiday entitlement, sick pay provision etc) as part of the 2021 stage of the pay agreement at LUL? If yes, please state what they are. 8]. Please state the name of the union/unions party to the main collective agreement covering pay and conditions at LUL. 9] Please provide the name and contact details of the person/s responsible for overseeing LUL’s annual pay agreement.

Thank you for your request received by Transport for London (TfL) on 2nd May 2021 asking for information about the 2021 stage of the pay agreement at London Underground Limited.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 
 
I can confirm that we hold the information you require. Your questions are answered in turn below:

Question 1] Please state the effective date of the 2021 stage of the 4-year pay agreement covering employees at LUL (eg 1 April 2021) and the employee groups that are covered by the pay rise taking effect on this date. Please also state the % basic pay rise that was applied on this date.

Answer: The attached document (LU Eligible grades and effective dates) lists the eligible grades and the effective dates. An increase of 1.6% is being applied to the General Increase grades for 2021. This is year 3 of the 4 year pay deal, covering the period 1 April 2021 – 31 March 2022 (or 1 July 2021 – 30 June 2022 depending on effective date).

Question 2] If the 2021 pay review for any employees at LUL has a different effective date (ie different to the date stated in question 1), please state this date (eg 1 July 2021) and which employee groups are covered by the pay review taking effect at this date. Please also state the % basic pay rise that is applicable on this date and the period covered by this review (eg 1 year).

Answer: The attached document referred to in answer to Question 1 lists the eligible grades and the effective dates. A flat rate increase of 1.6%, in line with the general increase, is being applied to the performance related pay (PRP) grades for 2021.

Question 3] Please state the total number of employees covered in 2021 by the pay agreement at LUL. If applicable please also provide a breakdown of the employee numbers divided into groups with different effective dates.

Answer: We are still working on the full and part PRP implementation for this year. The 2021 figures will not be available until the middle of June. The total number covered by the agreement in 2021 is 16,496. The 2020 breakdown is as follows:
 
  • Spot salaries in 2021 = 12,375 (effective from 1st April 2021);
  • Full PRP = 1,256 (July)
  • Part PRP = 2,542 (April )
  • Tubelines part PRP = 146 (April)

Question 4] Please list the current grades and pay rates payable at LUL from 1 April 2021. If applicable, please also provide the current grades and pay rates applicable from any other effective date in 2021.

Answer: Please see the attached implementation notices (two spreadsheets) for London Underground & TubeLines.

Question 5] If any employees at LUL are eligible for individual performance-related payments or bonuses instead of or over and above the general pay rise please state for 2021 which employee groups are covered together with total employee numbers covered, the range of increases, the effective date, whether or not they were consolidated into basic pay and the overall % of the paybill allocated to fund these awards.

Answer: There are no bonuses paid to the grades stated within LU. As performance ratings have been suspended for all of TfL and LU this year, performance related pay will be a flat rate of 1.6% with no performance related payments for 2021.

Question 6] Please state the overall paybill increase as a result of the 2021 stage of the pay agreement/pay reviews at LUL, expressed as a percentage of the paybill.

Answer: As it is a flat rate of 1.6% across all LU grades then the paybill increase is expected to be 1.6% of the current paybill.

Question 7] Have any other changes been made to terms and conditions (for example holiday entitlement, sick pay provision etc) as part of the 2021 stage of the pay agreement at LUL? If yes, please state what they are.

Answer: No other changes have been made.

Question 8]. Please state the name of the union/unions party to the main collective agreement covering pay and conditions at LUL.

Answer: ASLEF, RMT, TSSA and Unite.

Question 9] Please provide the name and contact details of the person/s responsible for overseeing LUL’s annual pay agreement.
