Hello, I would formally like to receive a copy of the Equality Impact Assessment (EQIA) which was undertaken in relation to 'Detrainments' on London Underground. The author/custodian and manager responsible for completing it was Joe Brown, Continuous Improvement Manager for London Underground. This EQIA relates to the proposed change in London Underground's approach to customer detrainments and was subject to discussion at the Tier 2 Health & Safety Council for Service Control in late 2022/ early 2023. I appreciate this may be considered a Business-As-Usual request, however the chair of the Tier 2 Health & Safety Council, Mr Chris Taggart has thus far refused to distribute this document to the Service Control Health & Safety representatives following a request under existing legislation (Regulation 7 of the Safety Representatives and Safety Committee regulations 1977). I am therefore left with no option but to exercise my rights to this information under the Freedom of Information Act. This document is not restricted, is available to the public and associated disability users groups. It should also be made available to staff and their representatives upon request. Thank you for your request received by Transport for London (TfL) on 19th April 2023 asking for a copy of the London Underground ‘Detrainments’ Equality Impact Assessment (EQIA).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold the information you require. The EqIA is attached. I understand that this has already been shared with your colleagues on 4th May following a meeting with ACAS the previous day.
