Hello, I would like to request a copy of any memorandum of understanding, grant agreement or contract between TfL and Waltham Forest council covering the funding and delivery of the Enjoy Waltham Forest scheme which was funded through the TfL mini Holland scheme. In addition to this I would like to request any documents or minutes from the last twelve months which TfL received from the Waltham Forest council in regards to their progress in delivering against agreed milestones for the Enjoy Waltham Forest programme. This could cover documents like an annual monitoring report or minutes of an oversight board for the mini Hollands programme which related to the funding given to Waltham Forest Council. Thank you for your request received by Transport for London (TfL) on 25 April 2018 asking for information about Enjoy Waltham Forest scheme.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.

I would like to request a copy of any memorandum of understanding, grant agreement or contract between TfL and Waltham Forest council covering the funding and delivery of the Enjoy Waltham Forest scheme which was funded through the TfL mini Holland scheme.

Unfortunately, we do not hold the information you have requested as there is no contract between Transport for London (TfL) and Waltham Forest Council for the delivery of the Mini-Hollands programme. Funding for the design and delivery of the Mini-Hollands programme is provided to Waltham Forest Council under section 159 of the Greater London Authority Act. TfL and Waltham Forest work together closely to ensure that the programme achieves its objectives to increase the number of people walking and cycling in the borough in line with the Mayor’s Transport Strategy to make London a healthier and more liveable city.

In addition to this I would like to request any documents or minutes from the last twelve months which TfL received from the Waltham Forest council in regards to their progress in delivering against agreed milestones for the Enjoy Waltham Forest programme. This could cover documents like an annual monitoring report or minutes of an oversight board for the mini Hollands programme which related to the funding given to Waltham Forest Council.

I have attached copies of the Highlight Report submitted by Waltham Forest to TfL over the last 12 months. These reports show progress against key milestones for the schemes in the Mini-Hollands programme.
