I can confirm that we hold the information you require.
The no right turn was introduced as part of the Cycleway 4 scheme, originally under an Experimental Traffic Order. The original plan was for the banned turn to be implemented in March 2020 but this was not possible due to the pandemic, during which construction on Cycleway 4 had to be paused as the project team were furloughed. The Experimental Traffic Order had already been processed at this point and came into effect on the 7th March 2020 (attached). Nonetheless, it was only after the approval of emergency funding in July 2020 that construction restarted on Cycleway 4, with the junction of Southwark Park Road and Jamaica Road being completed in September 2020. The right turn ban signage was installed on 25th September 2020. This meant that between March and September 2020 drivers were permitted to turn right at the junction even though the experimental traffic order had come into force. Following this a Permanent Traffic Order was made for the right turn ban which came into force on 9th April 2022 (also attached).
