Thank you for your request received by Transport for London (TfL) on 18th April 2023 asking for information about TfL exchanges with the London Borough of Lewisham regarding Gellatly or Drakefell Roads.

Specifically you asked:

Could you please provide any advice or direction provided by TfL to LB Lewisham in the past five years regarding Gellatly or Drakefell Road(s) in SE14, please?”

On 21st April 2023 you clarified that this was in regard to “Anything related to road safety or the flow of traffic“

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I am afraid that there is no quick or efficient way for us to source all of the material that will fall wthin the scope of your request. The request is therefore being refused under section 12 of the Freedom of Information Act, which applies where the cost of compliance exceeds the limit specified in the Act. Under section 12, TfL is not obliged to provide information if it would cost more than £450 to determine if that information is held, and to then locate, retrireve or extract it from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work.  

In order to try and locate the information you have requested we have run an automated search of all TfL emails accounts, for any exchanges with Lewisham in the last 5 years that mention either of these roads, and it produced 697 “hits”. In order to find those that fall within the scope of your request we would have to retrieve and review each one individually. This is not possible to achieve within the £450 limit.

In order to bring your request within the costs limit you may wish to reframe it to narrow its scope and focus on the information that is of most importance to you. For example, rather than asking for “any” exchanges with Lewisham you may instead wish to ask specific questions, outlining exactly what it is you want to know.
