Thank you for your further request received by Transport for London (TfL) on 16th April 2019 asking for information about delays on the Jubilee Line.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

Specifically you asked for copies of all internal delay reports for the Jubilee Line in the period 1st March 2019 to 27th March 2019. The requested information is provided in the attached spreadsheet. Note that this is the exact same information that is contained within individual delay reports. As we believe that to source and provide each individual report itself would still exceed the cost limit we assume it would be better to provide the information in Excel format than to not provide it at all. A copy of one such report is attached (for the first incident listed) so that you are aware of the format of such reports.

Note also that under section 40(2) of the FOI Act some of the information in the spreadsheet has been redacted. This exemption relates to information that would allow an individual to be identified and where such identification would be unfair. To release such information would be a breach of the Data Protection Act (DPA), specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. The redacted information generally relates to staff members – for example, details of staff sickness or other reasons for absence (although, in some instances, detailed descriptions of passengers have also been removed). Note that the release of information under FOI is considered to be release to the world at large, rather than just the applicant alone, and so when considering whether identification is possible we have to take into account the potential that brings – an obvious example in this case being the ability of staff members to identify each other.
