Noise pollution for resident of Ashburnham Avenue in Harrow HA1

You asked

Following recent changes made – the introduction of points - to the rail lines backing our garden at Ashburnham Avenue, Harrow HA1, the level of noise has become simply maddening. It is impossible to sleep without the use of earplugs and having the windows or doors open is no longer an option, rendering our garden unusable. I cannot understand how the introduction of the said points could have been authorised given the level of disruption that should have been foreseen, to the local population surrounding it. I understand that, as a remedial solution, the installation of accounting fencing will be forthcoming in 2018. And, whilst I welcome the idea of a fence installation along the track, it is difficult to judge if this is likely to be effective without further information. Pleas e could you help to provide a) planning documents and planning application for the fence design; b) an engineer’s assessment of the expected noise reduction and c) completion date for the installation.

Thank you for your request received by Transport for London (TfL) on 23 April 2018.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we hold some of the information you require. You asked:

Please could you help to provide a) planning documents and planning application for the fence design; b) an engineer’s assessment of the expected noise reduction and c) completion date for the installation.

I am sorry for any inconvenience you have experienced as a result of the noise and I have asked TfL’s customer services to respond to your complaint.

Please find the attached plan. This is the only plan we hold regarding the Harrow-on-the-Hill barrier.

We are working with procurement to progress the erection of a permanent barrier here, but are unable to provide a completion date at present.
