Thank you for your request received on 17 April 2023 asking for information about unpaid Ultra Low Emission Zone (ULEZ) penalty charge notices (PCNs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we do hold the information you require. You asked:

How much In ULEZ fines monetary terms have not been paid between the dates as listed below:

Please also list how much unpaid ULEZ fines for the above dates were British residents and how much of unpaid ULEZ fines are tourists/visitors

Please find below details of the amount outstanding for ULEZ PCNs over the requested period. This is the amount outstanding on PCNs which remain open. When a PCN remains open the amount payable for the penalty increases over time. ULEZ penalties are currently payable at £180, reduced to £90 for payment within 14 days. If no payment is received a Charge Certificate is issued increasing the penalty to £250. This is followed by an Order for Recovery increasing the penalty to £258.

Most paid PCNs are paid at the lower rate which is why the amount paid is lower than the amount outstanding.

In addition the outstanding amounts will reduce over time as more penalties are paid.

We endeavour to seek payment for all penalties we issue both in the UK and overseas. For UK penalties we issue three notices requesting payment and if the penalty remains outstanding a warrant will be issued to our contracted Enforcement Agents to collect the balance on our behalf.

We use European Parking Collections to issue and administer PCNs to vehicles registered outside of the UK. This has significantly increased our collection rates and encouraged compliance.
