Reward Gatewway change of provider

Request ID: FOI-0171-1920
Date published: 01 May 2019

You asked

You recently changed MyTfL from Reward Gateway to Edenred. Could you please provide how much the Reward Gateway scheme cost annually and what the projected cost of the new provider is. Staff are saying the new provider was chosen with what seems to be no staff discussion, with the new scheme no where as good as the original one with only the staff loosing out. They say the main gripe is the loss of cashback which is discussed heavily on Yammer but they say management clearly aren't particularly bothered how dissatisfied staff are. All that's said is the benefits are similar when clearly they are not. My further questions are therefore how many staff were involved when deciding the new provider to ensure it matched if not improved on the financial benefits for staff of Reward Gateway Scheme. My final question is how do staff complain about this new scheme where management actually listen and make changes where necessary not play lip service.

We answered

TfL Ref: 0171-1920

Thank you for your request received by Transport for London (TfL) on 9 April 2019 asking for information about My TfL.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.

We do not hold any information on how many staff were involved in the selection of the new provider however Edenred secured the contract following a competitive bidding process.  There isn’t a specific complaints procedure for staff unhappy with the new scheme.

In accordance with the FOI Act, we are not obliged to supply some of the information requested as it is subject to a statutory exemption to the right of access to information under section 43(2).

In this instance the section 43(2) exemption has been applied as disclosure of the annual cost of running the former Reward Gateway scheme and the projected costs of the new provider would, or would be likely to, prejudice both our commercial interests, as well as those of Reward Gateway and Edenred respectively. Disclosure of their pricing information would disadvantage both suppliers in their ability to participate in future competitive bidding processes for similar contracts with other organisations as well as hinder TfL’s ability to negotiate the best value for money for similar services in the future.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.

We do publish details of contracts greater than 5K at the following location in line with our transparency policy: http://content.tfl.gov.uk/tfl-contracts-greater-than-5k.pdf

Please see the attached information sheet for details of your right to appeal.

Yours sincerely
