We answered

TfL Ref: FOI-0170-2122 Thank you for your request received by Transport for London (TfL) on 27 April 2021. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked: • How many Speeding tickets where issued daily by Automatic Camera device at A104 Lea Bridge Rd, nr Albany Rd, E/B E10 (9405), between 15th March 2021 and 15th April, 2021 ? • How many were challenged in total? • How many where successful dismissed? We do not hold the information you have requested above. Speeding fines are issued by the Metropolitan Police Service (MPS). You may therefore wish to make an FOI request to them, which can be done via their website here: https://www.met.police.uk/foi-ai/accessing-information/ • What was the reason a speeding camera was set up on this particular spot, who holds and where can I access the information and documentation required to make this camera legal and lawful. (calibration - application - maintenance and so on). The camera was originally installed based on accident data. Redspeed hold the certificate of Type Approval to enforce from the Home Office, and the annual calibration certificates are held by Redspeed and the MPS. • Would you also explain what is the minimum legal required distance needed to set up a speeding camera from the signs informing change of speed, and how many reminders must be set up before a camera? There is no minimum legal requirement. Drivers should not exceed the posted speed limit. There is no legal requirement to inform drivers of speed camera by signage. • When and how did it become legal to enforce 20mph limit on any part of Lea Bridge Road? The London Borough of Waltham Forest (LBWF) changed the limit to 20mph; the camera was then adjusted to the new limit after the change. The relevant LBWF Traffic Management Order for Lea Bridge Road enables the MPS to enforce the posted speed limit of 20mph. • Why was this decided ? when was the application made and who approved it? TfL is not the Highway Authority for this road. Please contact the LBWF for this information.
