When did Transport for London first became aware that Siemens would manufacture a number of the new generation Tube trains for the Piccadilly line in a new factory in Serbia, as part of the contract awarded to them by TfL?

Thank you for your email of 17th April 2019 asking for information about new trains for the Piccadilly line.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

Specifically you asked:

When did Transport for London first became aware that Siemens would manufacture a number of the new generation Tube trains for the Piccadilly line in a new factory in Serbia, as part of the contract awarded to them by TfL?”.

TfL does not hold this information, as none of the new Deep Tube Trains are known to be, or expected to be, manufactured in Serbia.

Note that all Bidders for the provision of these trains submitted their final bid proposals in December 2017. The Siemens bid confirmed trains would be manufactured in their existing facilities in Vienna. In accordance with EU Utilities procurement regulations it is not possible to take into consideration the proposed country of manufacture when making the award decision.

The award recommendation approved by TfL’s Programmes and Investment Committee in May 2018 was made on the basis of anonymised Bidder information evaluated in accordance with the published evaluation criteria which, as stated above, cannot include the location of manufacture.

We will continue to work with Siemens to maximise the number of new state-of-the-art trains that can be built in a new facility in Goole while ensuring they can start serving Piccadilly line customers from 2024. We are also seeking to ensure that the manufacturer provides as many apprenticeship, employment and sub-contract opportunities as possible to UK businesses to help deliver the new fleet of trains.
