Transport for London has recently completed a tender process for the Capital’s e-scooter trial. Can TfL please confirm:
1. Will the winning operator’s contracts with TfL be made publicly available?
2. Will TfL publish the winner bidder’s tender submissions?
3. Can TfL give a detailed explanation of what criteria was used for the selection of winning operators and what distinguished the winning bidders?
4. Will TfL publish communications between the winning e-scooter operators and TfL over the last 12 months?

Thank you for your request received on 23 April 2021 asking for information about the London electric scooter (e-scooter) trials.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:
1. Will the winning operator’s contracts with TfL be made publicly available?
The contracts (redacted as appropriate) will be published on Contracts Finder (https://www.gov.uk/contracts-finder) in due course.
2. Will TfL publish the winner bidder’s tender submissions?
Each contract includes the winning Operator’s tender submission. Any information that is deemed confidential, commercially sensitive, a mutually agreed trade secret, intellectual property or prejudicial to commercial interests will be redacted.
3. Can TfL give a detailed explanation of what criteria was used for the selection of winning operators and what distinguished the winning bidders?
All information regarding the tender scoring and selection criteria can be found in the attached documents:

The winning bidders met all the relevant thresholds and were the top three scoring tenderers (so meeting the selection criteria of the Invitation to Tender and the intention to award to the top three scoring tenderers).
In their response to a number of the questions, the selected operators were able to demonstrate above average and exceptional ability, understanding, experience skills and resource and quality measures required to perform the trial. Their responses also identified factors that will offer potential added value and some continuous improvement, with evidence to support the response.
4. Will TfL publish communications between the winning e-scooter operators and TfL over the last 12 months?
TfL does not intend to publish communications between the operators and TfL.
