Disclose the process underpinning road works in Westminster and Camden

Dear Sirs, The following Freedom of Information request, pursuant to the Freedom of Information Act 2000, requests the disclosure of the following information: 1) Please disclose a complete list of contracts with companies that undertake road works in the London Boroughs of Westminster and Camden 2) Please disclose the specifics of the tender process you use to award contracts to companies that undertake roadworks in the London Boroughs of Westminster and Camden 3) Please disclose all parties who are i) engaged with the construction of the road works in the areas identified above and ii) profiting off the lengthy and protracted process that occurs in the areas identified above 4) Please elucidate why multiple road works occur in the same area, thereby causing unnecessary and protracted delays to local residents and local businesses. 5) Please expand on why local residents as key stakeholders are not consulted on road works that continue unabated in their local areas, to the detriment of their health and quality of life. 6) Lastly, please explain why the Department for Transport does not compel Westminster and Camden councils to publish contracts, their pollution policies, or the tender process for allocating these contracts. I should be grateful for a substantive response to the above questions at your earliest convenience and would appreciate genuine engagement with the concerns raised above.

TfL Ref 0153-21/22 Thank you for your request received by Transport for London (TfL) on 22 April 2021 asking for information about roadworks in Westminster and Camden. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. Please note that TfL is only able to respond in relation to works associated with the Transport for London Road Network (TLRN) and is unable to respond in relation to works undertaken by the London Boroughs of Westminster and Camden themselves. Your questions and our replies are as follows: 1) Please disclose a complete list of contracts with companies that undertake road works in the London Boroughs of Westminster and Camden. TfL is responsible for the maintenance of the Transport for the London Road Network (TLRN), some of which passes through the London Boroughs of Westminster and Camden. Roads which do not form part of the TLRN are managed by the boroughs themselves under their own contractual relationships. Maintenance activities on the TLRN are predominantly delivered through TfL’s London Highway Maintenance and Projects Framework which commenced on 1 April 2021. Ringway Infrastructure Services Limited was appointed as the single supplier to this framework in the Central Area and is responsible for the delivery of works and services in the London Boroughs of Westminster and Camden. In some circumstances, other third party contractors may be required to undertake specialist works, such as distribution network operators, to support TfL’s maintenance contractor. TfL endeavours to coordinate such works to minimise disruption wherever possible. 2) Please disclose the specifics of the tender process you use to award contracts to companies that undertake roadworks in the London Boroughs of Westminster and Camden. The procurement process for the London Highway Maintenance and Projects Framework was conducted by TfL under the Public Contracts Regulations 2015. This was a competitive process undertaken in line with nationally agreed obligations and regulations. London Boroughs are responsible for their own procurement processes and for appointment of their own contractors to deliver their borough specific requirements. 3) Please disclose all parties who are i) engaged with the construction of the road works in the areas identified above and ii) profiting off the lengthy and protracted process that occurs in the areas identified above. Maintenance activities on the Transport for London Road Network (TLRN) in the London Boroughs of Westminster and Camden are predominantly delivered through TfL’s London Highway Maintenance and Projects Framework by Ringway Infrastructure Services Limited. Roads which do not form part of the TLRN are managed by the boroughs themselves under their own contractual relationships. 4) Please elucidate why multiple road works occur in the same area, thereby causing unnecessary and protracted delays to local residents and local businesses. TfL strives to improve roadworks on the Transport for London Road Network (TLRN) by making them safer and more convenient for all of our customers, especially pedestrians and cyclists. The Roadworks Charter has been introduced between TfL and London's biggest utility companies, which outlines a set of expected standards on the TLRN which reflect the Mayor’s Transport Strategy, specifically Healthy Streets and Vision Zero. TfL endeavours to coordinate works to minimise disruption to local residents and local businesses wherever possible. 5) Please expand on why local residents as key stakeholders are not consulted on road works that continue unabated in their local areas, to the detriment of their health and quality of life. For works delivered on the Transport for London Road Network (TLRN) by TfL’s London Highway Maintenance and Projects Framework contractor, TfL endeavours to carry out public consultations where possible in relation to forthcoming works. Notifications are also provided by our contractor of forthcoming works where possible, to aide in completing projects in a considerate and safe manner. 6) Lastly, please explain why the Department for Transport does not compel Westminster and Camden councils to publish contracts, their pollution policies, or the tender process for allocating these contracts. In accordance with the requirements under the Public Contracts Regulations 2015, TfL publishes relevant contract award notices (where applicable) which detail key information in relation to contracts awarded. Further, in accordance with our transparency commitments, TfL also makes awarded contracts visible to the public. With regards to the London Boroughs of Westminster and Camden, the boroughs are responsible for their own procurement processes and respective transparency commitments.
