hope this email finds you well. My name is , and I am writing to request access to data regarding fuel and electricity consumption of various modes of transport in London over the past decade. As a Post Graduate student in University of Hertfordshire, I am interested in understanding the trends and patterns of energy usage across different transportation methods within the city. This data will enable me to analyze the environmental impact and explore potential strategies for promoting sustainable transportation practices. I understand that Transport for London (TfL) manages a wealth of data related to transportation activities in the city, and I believe that access to this information would greatly contribute to my research efforts. Specifically, I am interested in obtaining historical data on fuel consumption for conventional vehicles as well as electricity consumption for electric vehicles, public transportation systems, and other relevant modes of transport. If possible, I kindly request access to datasets or reports that cover fuel and electricity consumption metrics for the past decade, broken down by transport mode, year, and any other relevant variables available. Thank you for your request received by Transport for London (TfL) on 11 April 2024 asking for information about fuel and electricity consumption in London.  

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we do hold the information you require.

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.  

We have estimated that it would cost over £450 to provide a response to your request. This is because it is estimated that it would take in excess of 18 working hours to retrieve and compile the information you have requested for fuel and electricity consumption across a ten year timeframe. A significant amount of work and time would be required to identify information that may fall within the scope of your wide-ranging request, and then extract and collate any relevant information we may hold.

To help bring the cost of responding to your request within the £450 limit, you may wish to refine your request to narrow its scope so that we can more easily locate, retrieve and extract the information you are seeking.
