Thank you for your email of 9th April 2019 asking for information about congestion charge fines issued in relation to Fleur de Lis Street, London E1.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.

Specifically you asked to know:

  1. The total number of Congestion Charge fines issued since 2014

     

  2. The total number of appeals against such fines and reasons for the appeals

     

  3. The total number of appeals rejected and the reasons for rejection

     

  4. The total number of appeals upheld

We do not hold data prior to August 2016.

Note that we issue Penalty Charge Notices (PCNs) when we have reason to believe a contravention occurred. All PCNs are subject to a statutory representations and appeals process. Should a driver believe the PCN was issued incorrectly, they can challenge the PCN. The tables below detail how many PCNs we issued on Fleur di Lis Street for non-payment of the Congestion Charge in 2016, 2017 and 2018. They also show how many representations were made, the reasons for representation, the amount of Appeals and the Appeals reasons.
