Thank you for your request received by Transport for London (TfL) on 21 April 2021, asking for information about Penalty Charge Notices (PCNs) issued to cars using E-Taxi charging bays.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.
PCNs were issued to 3 cars (non-taxis), 3 vans and 1 motorcycle for stopping in E-Taxi bays between 1/3/2021 and 18/4/2021.
Contravention code 46 applies, but this is not specific to E-taxi bays. A full list of contravention codes can be found here; https://www.londoncouncils.gov.uk/services/parking-services/parking-and-traffic/parking-information-professionals/contravention-code.
Electric Vehicle Taxis Bays are currently enforced on-street by Police Community Support Officers from the Metropolitan Police Service’s Roads and Transport Policing Command, which is jointly funded by TfL, and TfL’s operational officers, who are best equipped to enforce EV bays. They do this as part of their regular deployments enforcing red route parking contraventions on the Transport for London Road Network (TLRN), and we are increasing visits by officers to charging bays. We will continue to issue communications to licensees, making clear that in certain circumstances, misuse of taxi-dedicated rapid charge points could result in a PCN.
It is important to note that if the driver is in the vehicle, they may drive off from the bay if they see an officer attending, in which case it is not possible to issue a PCN.
We investigated the possibility of using CCTV enforcement for electric vehicle (EV) bays but determined that enforcement is not possible using the cameras currently in position on the TLRN.
