Thank you for your request received by Transport for London (TfL) on 16 April 2022, asking for various information about the survey for the scheme on the A10 Bishopsgate.

Your request has been considered under the terms of the Environmental Information Regulations (EIRs) and our information access policy.  I can confirm that we hold some of the information you require.
 
  1. The survey itself is hosted on a TfL web platform, so costs nothing in and of itself beyond the staff time that was required to develop it (and since the consultation survey is being used across several consultations the staff time element is negligible and impossible to calculate for a single scheme).  The consultation itself requires budget for publicity, so that communities and stakeholders are aware of the opportunity to take part.  Certain elements of the publicity are free to TfL (beyond staff time) – a press release for example, or an email to stakeholders or public transport passengers.  We have supplemented this ‘free’ publicity with a letter drop costing £ 1,430.84.  At time of writing, there has been no other publicity of the Bishopsgate consultation and therefore no further costs incurred.
 
  1. We do not the hold the data you have requested. Many different factors contribute to air quality in London overall, including traffic and non-traffic sources, as well as the prevailing meteorological conditions which have a large influence on the impacts of external sources of pollution and background levels of pollution in London.  Many highway intervention schemes are of a scale that only very local impacts might be expected and these are not discernible from the underlying trends in air quality which is also affected by day to day variable activity such as changes in traffic flows. It is not possible to attribute changes in air quality to this highway intervention for these reasons.
 
  1. We do not hold the data you have requested. Wear of the highway is subject to a number of factors and not directly correlated to the introduction of the scheme.
 
  1. We do hold data on the impact of the changes introduced on the A10 Bishopsgate corridor on bus journey times. For the Bishopsgate corridor, during the operational hours of the scheme (Monday to Friday, 7am to 7pm), average weekday bus journey times when compared with the 2019 baseline average, indicate a reduction of 2 minutes per kilometre in a northbound direction and 1.1 minutes per kilometre in a southbound direction.
