I am writing to request the following information regarding the Private Medical Insurance (PMI) benefit offered to TfL employees which is, I believe, provided by AXA:
COSTS
Please provide details of each and all of the costs of providing this benefit to TfL employees in the financial years 2015-16, 2016-17, 2017-18. Please then break down these costs by the following pay bands:
• Directors (and above)
• Pay band 5
• Pay band 4
• Pay band 3
• Pay band 2
• Pay band 1
Please also provide details of the costs analysed/identified by:
• Gender
• Ethnicity
When providing details of the costs for pay band 4, 5 and Directors and above, please give details of what costs are associated with providing the additional/enhanced cover to spouses and/or children of TfL employees.
NUMBER OF EMPLOYEES SUBSCRIBED TO PMI
Please provide details of the total number of staff TfL employees that are members of/subscribed to the PMI scheme on 31 March 2018 (or a date close to this), and then provide an analysis or break down of these numbers by the following pay bands

The Private Medical Benefit scheme provided by TfL is a valued and important part of our reward offering. We have recently undertaken a review of this offering in partnership with Willis Tower Watson, our external healthcare advisors, to ensure that the scheme continues to provide value for money and that will allow TfL to continue to provide this benefit to our employees into the future.
Transport for London and our scheme administrator, AXA PPP, do not hold the information requested on employees who are enrolled in the Private Medical Benefit scheme. This is because the data that is held by AXA is categorised by cover type and not by pay bands or gender and ethnicity as you have requested.
Employees in Pay bands 1 to 3 are eligible to single person cover (employee only), with employees in pay bands 4 and above are eligible to single person cover, partner cover (employee and nominated partner), family cover (employee, partner and children), or single and child(ren) cover (employee and child / children). An employee contribution, currently £480, is required to include dependent children in the scheme.
It’s important to note that whilst eligibility ranges from pay band 1 to the Commissioner, participation is purely voluntary meaning that any analysis by pay band, gender or ethnicity could be misleading.
We could provide information on the cost of the Private Medical benefit scheme by cover type for the years you requested (though, as stated above, it is not possible to provide a breakdown by pay band, gender or ethnicity) if you would like to submit a revised request with this in mind.
