What Finance System do you use for financial management and planning? What is the monetary value of the annual support/subscription for your current Finance System? Which vendor implemented your current Finance System? Do you currently have a partner supporting your Finance System? If the so, who is your current support partner? What is the monetary value of the annual support fee for your support partner? When is the contract for the current Finance System expiring? Are you planning to renew your current Finance System or tender for a new system upon expiry? Will you be using an external partner to conduct a system requirements review?

We answered

Thank you for your email received by us on 14 April 2017 asking for information about the Finance Systems we use.

Transport for London (TfL) uses various software support packages to support not just our financial systems but also a broad range of other applications across the organisation. Consequently, it is not possible to quantify expenditure for all of the services referenced below because this information is not held in the format requested. 

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked:

What Finance System do you use for financial management and planning?

The predominant Finance systems used for financial management and planning are SAP for TfL and Oracle for London Underground Ltd (LUL).

What is the monetary value of the annual support/subscription for your current Finance System? 

The annual cost in 2016/17 for using SAP was £3,210,077. 

The annual cost in 2016/17 for using Oracle was £575,000.

Which vendor implemented your current Finance System? 

SAP was implemented by Axon HCL.

The last Oracle upgrade was completed by Capgemini.

Do you currently have a partner supporting your Finance System? If the so, who is your current support partner?

SAP is supported by Axon HCL.

Oracle is supported by Capgemini. 

What is the monetary value of the annual support fee for your support partner?

The 2016/17 annual support fee for Axon HCL is £5,583,665.

The 2016/17 annual support fee for Capgemini is £600,000.

When is the contract for the current Finance System expiring?

Oracle is due to expire on 30 June 2018; there is an extension clause of 1+1.

 The expiry of the SAP contract is 31 March 2018.

 Are you planning to renew your current Finance System or tender for a new system upon expiry?

Will you be using an external partner to conduct a system requirements review?

Contract tendering is governed by procurement law and is managed through a Commercial Contracts Team. 

The requirements for systems review will be initially be conducted in house, as part of a wider TfL strategic direction plan. This will determine the appropriate expertise required to make decisions as appropriate.
