Thank you for your request received by Transport for London (TfL) on 11 April 2023 asking for information about the consultancy report ‘Southgate to Great Cambridge Roundabout via Fox Lane QN C55 Wayfinding’.
Your request has been considered under the requirements of the Environmental Information Regulations (EIR) and our information access policy. You asked for a copy of consultancy report titled "Southgate to Great Cambridge Roundabout via Fox Lane QN C55 Wayfinding" produced by Bespoke Consulting Ltd, commissioned by Enfield Council and paid for by TFL.
We only hold a draft version of the report you are referring to which was shared with us by the London Borough of Enfield in December 2022. The report was procured by Enfield although the funding came via TfL.As such this information is subject to an exception from disclosure in accordance with Regulation 12(4)(d) which applies to information which is still in the course of completion, unfinished documents or incomplete data. Once finalised the report will be sent to and held by Enfield and we would suggest directing your request to them for the final version.
The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote transparency. However, as Enfield will receive the final and completed report from the consultants when it is finished and as it can then be requested from them directly,we consider that the public interest will be suitably satisfied in due course. We do not consider that the public interest is best served by the release of the draft document we hold and on balance we believe that this therefore favours the use of the exception.
