I have been told by Ealing Council that TfL opposed proposed design changes to Lido Junction - which is located on the Uxbridge Road between Northfield Avenue and Argyle Road - on the grounds that they would delay bus journey times.
I would like to obtain the correspondences between Ealing Council and TfL related to this matter.
We are trying to establish when this issue was raised and what was the perceived potential impact on bus journey times.
It is unclear when precisely this issue was raised. But the original plans were put forward in 2019. They were subsequently delayed because of Covid.

Thank you for your further request received by Transport for London (TfL) on9 April 2024 asking for correspondence between TfL and Ealing Council regarding proposed changes to Lido Junction.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we do hold some of the information you require. The London Borough of Ealing made a formal decision in April 2020 that the West Ealing Liveable Neighbourhood (WELN) project will progress a do-minimum option. This option does not include cycle lanes on the Broadway and at the Lido junction. This approach was agreed with TfL.
An option that included the provision of cycle lanes was not progressed in the WELN project to enable a viable way forward for improvements at the Lido junction within the available Liveable Neighbourhood funding period. The preferred option does focus primarily on improvements for pedestrian movement with some more limited benefits for cycling. TfL and Ealing Council agreed at the time (2020) to defer cycle lanes on the Broadway because cycle improvements should be investigated holistically as part of a longer term strategy for the Uxbridge Road corridor between Uxbridge and Shepherd’s Bush.
TfL and Ealing Council will continue to work in partnership to develop the Uxbridge Road strategy. It is our position that the Lido junction proposals should be progressed in their current form to make the best use of available funding in the short term. However this does not preclude further changes in the future.
Given the extent of correspondence you are looking for, we are applying Regulation 12(4)(b) to this part of your request. Locating, extracting and collating any relevant emails that would fall within the scope of the requested correspondence would be disproportionately burdensome as we would need to review a significant amount of material to identify what information, if any, is held, and would be relevant to this particular matter.
The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote accountability and transparency in public services and also help address your particular concerns. However, the time it would take to provide the information you have requested would divert a disproportionate amount of our resources from its core functions and on balance we consider that the public interest currently favours the use of the exception.
