i am looking at fare evasion figures. How much (estimated) did this cost before oyster cards where introduced. any figures around fare evasion would be very helpfull

Thank you for your email received by us on 12 April 2018 asking for information about fare evasion prior to the launch of Oyster cards.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we hold some of the information you require. You asked for the following:
i am looking at fare evasion figures. How much (estimated) did this cost before oyster cards where introduced. any figures around fare evasion would be very helpful
The Oyster card was introduced at the end of June 2003, as mentioned in the following press release celebrating the success of its launch on bus and tube services: https://tfl.gov.uk/info-for/media/press-releases/2004/28696
Our 2002-2003 Annual Report that would have been produced in the previous financial year mentions that during the previous 12 months 26,000 penalty fare notices (£5) were issued across the bus network as stated on pages 17 and 32 at: http://content.tfl.gov.uk/annrep-02-03.pdf
In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.
Unfortunately, as the databases which would have held further information about penalty fares prior to the introduction of the Oyster card have since been deactivated, we are unable to access further detail in this regard.
