Thank you for your request received on 10 April 2023 asking for information about the research and consultation on the expansion of the Ultra Low Emission Zone (ULEZ).

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold some of the information you require. You asked for:

•           Evidence to support the expansion of ULEZ to boroughs that border the M25 and supporting evidence to show how the scheme will improve the air quality in these areas.

Pollution levels can be found in the Integrated Impact Assessment (IIA) report, section 5. Figures 5-2 to 5-9 provide mapped outputs of the air quality modelling, with the changes in emissions reported for the ‘with scheme’ and ‘without scheme’ scenarios:

No specific research related to brake and tyre wear for ULEZ has been carried out. However, the particulate matter emissions data we produce always include both exhaust and non-exhaust (brake+tyre wear) emissions. The consultation materials provide information on exhaust and non-exhaust particulates including in the outer London area.

The LAEI also provides information on the proportions of exhaust and non-exhaust emissions. The data is available under the “Detailed Road Transport” section. Road transport emissions for particulate matter are broken down as exhaust, brake wear and tyre wear, and can be downloaded as Excel and GIS files:
