You asked

Sirs On 22/12/2019 I was photographed at the above box junction because my wheels were stationary in the box junction. There was no dispute about this. However I discovered that this box junction did not appear to be in compliance with the TSRGD2016 In where it was situated so I appealed the fine but this was rejected. Because TfL did not demonstrate were the TSRGD 2016 covered the positioning of this box junction and therefore the right to levy fines I took the matter to the tribunal. In TfL’s submission to the tribunal that the yellow box was compliant and enclosed a copy of the TSRGD2016 but failed to declare where the box junction complied with them. The Adjudicator took but a few minutes to deal with the matter and allow my appeal. In view of the Adjudicator’s finding could you forward the necessary information that gives TfL the lawful right to position this box junction and therefor the right to levy fines. It is important that drivers in London have confidence that TfL only levy fines where traffic management signs comply with the law.

Thank you for your request received by Transport for London (TfL) on 23 April 2020 asking for information about the Box junction at New Camberwell Road.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

The legal authority for TfL to install a box junction on the Red Route is set out in the Greater London Authority Act 1999. Moving contraventions are enforced under the London Local Authorities Act & Transport for London Act 2003.

Yellow box junctions are governed by the Traffic Signs Regulations and General Directions (TSRGD). It is only necessary for us to seek authorisation from the Department for Transport (DfT) for a box junction which deviates from the requirements set out in the TSRGD. Despite the ruling by London Tribunals we are satisfied that the box junction outside CAMBERWELL NEW RD / WARNER RD / CAMBERWELL PSG is fully compliant with TSRGD requirements.
