Dear Transport for London, In response to an FOI question from XXXX dated October 6th 2020 and headed: "Who advised on or produced information for the Supplementary guidance on Low Traffic Neighbourhoods?" (Your ref: FOI-1301-2021/GH) TfL stated: The Low Traffic Neighbourhoods guidance was prepared ‘in-house’ and no external suppliers or advisers were used in producing this information. Please could you say when this guidance was originally prepared; when it was completed? and who and on what date originally requested it? In this instance, are guidance and supplementary guidance one and the same please?

We answered

Our ref: FOI-0103-2122/GH Thank you for your request received by Transport for London (TfL) on 16 April 2021 asking for information about the Guidance on Low Traffic Neighbourhoods. Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require. Please could you say when this guidance was originally prepared; when it was completed? The guidance was prepared and completed in June 2020 and who and on what date originally requested it? Development of the supplementary guidance on Low Traffic Neighbourhoods was part of an ongoing process to provide boroughs with guidance on the rapidly evolving pandemic, responding to the Department for Transport statutory guidance in May 2020 entitled “Reallocating road space in response to COVID-19: statutory guidance for local authorities” for the London context. Therefore we are not able to pin point a date and no one person requested it. In this instance, are guidance and supplementary guidance one and the same please? Supplementary guidance documents, including the Supplementary guidance on Low Traffic Neighbourhoods was an appendix to, and followed on from, the main initial document London Streetspace Plan – Interim guidance for boroughs May 2020. If this is not the information you are looking for, please do not hesitate to contact me.
