You asked

I am working at TomTom, a leading provider of navigation and location-based products and services. Our digital maps and related products power automotive in-dash systems, mobile devices, Internet portals, and private and public sector mapping applications. TomTom also designs and manufactures portable navigation devices (i.e. GPS devices). If you used a mapping application, there’s a good chance you’ve looked at our maps. I am writing to you regarding speed limits changes, which might be planned still in 2020 in London. Could you please provide us with information: • If permanent speed limit changes are planned in 2020 in London, please provide us the source, preferably in GIS format, where speed limit changes will be and time when changes will be valid from. • Otherwise, please send us a confirmation, that speed limit changes are not planned in 2020 in London anymore. We would update our digital maps accordingly and release our commercial products to our customers. In this aspect, you could help to improve the quality of our maps, benefiting all users!

Our ref: FOI-0101-2021/GH

Thank you for your request received by Transport for London (TfL) on 22 April 2020 asking for information about speed limit changes in London.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. Unfortunately, at this time we do not hold the information you require.

In terms of the Transport for London road Network ( TLRN), as part of the Mayor’s Vision Zero approach a programme to make all sections of the TLRN within the Inner Ring Road 20mh. We do have a forward programme to lower speed limits across a much wider area of the network ( primarily 30mph to 20mph) and were working on a phased programme to take this forward. Under this it was the intention to introduce lower speed limits to certain sections in 2020/21. Please see the Vision Zero Action Plan online for details of the scope of the changes as they currently stand.

Given the level of uncertainty over coming out of lockdown and finances it is not possible at this time to give out a forward programme with any degree of confidence and certainty. However removing all death and serious injury from London’s roads remains a key Mayoral objective and the role of lower speeds is seen as a key element in delivering this.

We would be happy to include SatNav companies as a key stakeholder on detailed proposals shortly prior to consultation, and once finances are confirmed, give a broad outline of locations for the coming year, but until that point we do not have further information

The Government has announced a series of measures to tackle the Coronavirus. It is essential for London, and in particular for all critical workers, that we continue to provide a safe transport network that enables them to make the journeys they need to.

In current circumstances, we are not able to answer FOI requests readily and we ask that you please do not make a request to us at present.

Answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. In any event, please note that our response time will be affected by the current situation.

If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.

Yours sincerely
