Thank you for your request received by Transport for London (TfL) on 22nd April 2020 asking for information about the outsourcing of IT services.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

Specifically you asked:

Please can I kindly request the following information under freedom of information act.

  1. Does the body outsource and use 3rd party suppliers under any of the following 3 categories?

-IT Hardware/Software.

-IT Services and communication.

  1. If so who are the suppliers/resellers used and what has the spend been with them in the last 6 months?

  1. Who are the contacts/procurement in the body to speak with in order to get added as an IT supplier to the body?

  1. Who are the IT managers in the body in place and there contact details?

I can confirm that we hold the information you require. However, it is not possible to provide the information within the £450 costs limit for responding to cases, as set out in section 12 of the FOI Act. Under section 12, a public authority such as TfL is not required to respond to a request if it would cost more than the £450 limit to determine if the information is held, and to then locate, retrieve or extract that information from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work. There is no central record that we can use to collate the answers to your questions. Having checked with our Technology and Data team I am informed that there are potentially hundreds of individual contracts that would need to be reviewed, something that is not possible within the costs limit.

In order to bring your request within the costs limit you may wish to narrow its scope to focus more directly on the information that is of most importance to you. For example, you may wish to identity a more specific area, project or contract that you are interested in. Note that we publish a large amount of information on our website (https://tfl.gov.uk/), and I would ask you to consider the information that can already be found there before making any refined request. On a more general matter, please note that the Government has announced a series of measures to tackle the coronavirus. It is essential for London that we continue to provide a safe transport network for essential journeys.

In current circumstances, we are not able to answer FOI requests readily and we ask that you please do not make a request to us at present.
