Our client was involved in an accident which occurred on Charlie Brown Roundabout on the 2610912018 It is my understanding that between July and October 2018 there were changes being made to the roundabout. I have been able to utilise Google Maps to see the road markings before and after the accident but it is crucial to my client's case to know exactly when the road markings changed. The parties to the collision entered the roundabout from Southend Road. I have attached an image of the junction which shows the exact road marking which I refer to. This is the markings as they are now, can you tell me when they changed?

Thank you for your request (attached) received by Transport for London (TfL) on 20th April 2020 asking for information about road markings at the Charlie Brown roundabout.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

So far as I have been able to ascertain TfL does not hold the requested information (i.e. the exact date on which the road markings in question were changed). The handling of your case has been complicated by the fact that the most relevant staff from which to obtain the information are currently furloughed, along with c7000 other TfL staff. Their colleagues who I have been liaising with have been able to confirm that the construction of this scheme ran from 23 July to 6 December 2018, and hence the accident referred to (on 26 September) did occur during the construction phase. However, they also state that during this project there would have been a number of changes of road layout across different days. So far as we can gather, a detailed record of the dates that these changes were made - including when the final road markings were added - has not been retained 2 years on.

On a more general matter, please note that the Government has announced a series of measures to tackle the coronavirus. It is essential for London that we continue to provide a safe transport network for essential journeys.
