You asked

1) Have there been any changes to the traffic signal timings at junctions on that roundabout or adjoining routes to that roundabout, particularly westbound along King Street and Chiswick High Road, where the C9 cycle lane has replaced a bus lane, to cope with any change in flow. If so, what and where? If you could explain the reasons for the change, I’d be grateful. 2) Has there been any analysis or data which shows how bus times compare bus times/speeds westbound along King Street onto Chiswick High Road where the C9 cyclelane has again replaced a bus lane? Perhaps TfL has done some analysis of times when there were bus lanes along those routes compared to when the bus lane became a cycle lane. Can I see that analysis/data? 3) Please provide the dates of any changes to the traffic signal timings along the west bound King Street and Chiswick High Road route, providing details of what timing changes were made and the reasons for those changes. 3) Has any investigation been undertaken by TfL officers into west bound congestion on the roundabout, King Street and Chiswick High Road (for example, in response to delays to local buses) and if so what have been the findings? 4) Has TfL consulted with the two relevant councils (LB Hammersmith & Fulham and LB Hounslow) about delays to bus times caused by the removal of the bus lane to make way for a cycle lane. If the answer is ‘yes’ for one or both, I’d love to see some of those key emails, or a report, perhaps, which has examined this issue. But, I wouldn’t want that to scupper the chances of the overall FoI exceeding the allotted amount of time to complete the enquiry. If you could let me know the relevant phases of scrapping the bus lanes on King Street and Chiswick High Road to create the respective cycle lane, I’d be very grateful (I believe it’s detailed in TfL website links).

Thank you for your request which we received on 9 April 2023, asking for information about signal timings and bus performance along the Cycleway 9 route.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.
 
  1. Have there been any changes to the traffic signal timings at junctions on that roundabout or adjoining routes to that roundabout, particularly westbound along King Street and Chiswick High Road, where the C9 cycle lane has replaced a bus lane, to cope with any change in flow. If so, what and where? If you could explain the reasons for the change, I’d be grateful.

Following the implementation of the new Cycleway at Hammersmith Gyratory, King Street and Chiswick High Road (up to Marlborough Road) all signals along this network had a full timing review undertaken and updated. Please find attached the Timing Review Summary reports which summarise the issues identified and changes made as part of the reviews.

The implementation dates are below;
 
  • Date of implementation of timing review at Hammersmith Gyratory - 01/12/22
  • Date of implementation of timing review changes along Chiswick High Road and Kings Street  - 20/02/23

It should be noted that review work on both areas started in June and July 2022, however completion timescales were lengthened due to the need to re-check new signal strategy operation after the completion of the most impactful phases in November 2022 of the A4 bridge works.
 
  1. Has any investigation been undertaken by TfL officers into west bound congestion on the roundabout, King Street and Chiswick High Road (for example, in response to delays to local buses) and if so what have been the findings?

As part of the scheme and the subsequent implementation and timing review, this congestion was considered as part of our strategy for implementation and in identifying what to look at as part of our timing review, aiming to ensure best possible operation of the network minimising congestion and delays as much as possible. The attached Timing Review Summary reports detail changes we have made to maximise the performance and reduce congestion on the Gyratory, King Street and Chiswick High Road area.
 
  1. Has TfL consulted with the two relevant councils (LB Hammersmith & Fulham and LB Hounslow) about delays to bus times caused by the removal of the bus lane to make way for a cycle lane. TfL worked collaboratively with the London Borough of Hounslow and the London Borough of Hammersmith and Fulham on the Cycleway 9 proposals. Data has been provided to both boroughs so the performance of the scheme can be fully understood. This information is documented in the LBHF decision report available via the link provided above. The London Borough of Hounslow will be producing a similar report for publication when they make their decision later this summer.
