Apprenticeship provisions on TfL contracts

Thank you for your email received by Transport for London (TfL) on 8 April 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we hold some of the information you require. You asked:

How many apprenticeship jobs did TfL require the contractor for the Piccadilly Line upgrade (part of deep tube upgrade programme) to create?

In The Piccadilly line rolling stock contract was developed in 2015 and sets a minimum requirement for the contractor to provide three graduates and five apprentices a year to work in connection with the design or management of the works, which over the expected minimum 10 year life of the contract provides for 30 Graduates and 50 apprentices. In addition the contractor will establish relationships with schools and the London Transport Museum supporting the Science Technology Engineering & Mathematics (STEM) Ambassador Programme to facilitate the promotion of careers in the engineering sector, which will include provision of at least 1000 volunteer hours over the contract’s life directly supporting the delivery of educational events and provision of materials for schools and other educational settings. TfL is committed to working closely with the contractor to build on this minimum level and maximise the number of apprenticeship and training opportunities as the contract progresses through mobilisation and into delivery.  

How many of these jobs have been created?

We are currently only four months into the mobilisation of a 10 year contract and therefore do not presently hold this information.

What date does TfL expect the remaining jobs to be created by?

The jobs must be created throughout the life of the 10 year contract in line with the minimum requirements outlined above.

What is the minimum number of apprenticeship jobs that TfL asks contractors for in an average contract?

TfL’s current generic guidance, which provides the starting point for planning apprenticeship and skills requirements in any contract, uses a ratio of one apprenticeship for every £4m of contract value. This approach is tailored to each contract to match the type of contract, business area and requirements.

The contract for the Piccadilly line rolling stock is not a standard contract for TfL. When it was developed in 2015, a bespoke set of requirements were used to ensure a realistic minimum number of apprenticeships were created which we could then work with the contractor to increase.
