We answered
Our Ref: FOI-0070-2324
Thank you for your request received on 12 April 2023 asking for information about the advertising around the Ultra Low Emission Zone (ULEZ) expansion.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked:
• Are you able to tell me if you do advertise on Talksport and if not why not?
TfL are not advertising the forthcoming ULEZ expansion on Talksport radio station. This is because this is a national radio station and its airtime is not sold by region. The ULEZ campaign is using radio stations that enable TfL to reach drivers in London and the home counties specifically. The radio stations we have used have been selected for their geographic or demographic relevance so we have selected either national stations where we can buy London audiences or regional stations. We are reaching the Talksport audience through the mix of selected radio stations and other media channels both locally and nationally.
• Can you give me a list of radio and TV stations you advertise the ULEZ expansion on and a breakdown of the amount of adverts have been on each of those stations?

• Using your data of non-compliant vehicles are you able to tell me how many and the types of vehicle (van, cars, motorbikes, etc) that the expansion of ULEZ will affect?
Information on the number of cars and vans the ULEZ is expected to affect is available in our consultation documents. Please see Section 6 of the report which sets out the expected impacts on some vehicle types:
We do not have separate numbers for motorcycles at this stage, although compliance levels of motorcycles are very high. We will be able to monitor the level of motorcycle compliance in outer London once the camera network is established in outer London.
• Can you tell me in percentage terms the demographic by employment, sex and age of the radio and TV stations you do advertise on?
The attached document provides information on the demographic age and sex of the audiences for the radio and TV stations. This data is provided by the media industry. Employment information isn’t available from these sources, although type of employment is a key factor in determining demographic categories.
In addition to the TV and radio activity advertising is also appearing on video on demand, roadside posters, social media, pan London, local and specialist press titles (e.g. What Van, What Car?), national press, at motorway service stations on key arterial routes into London, petrol pumps, on Waze (a wayfinding app), digital display, and emails are being sent to customers registered on the TfL database. Leafleting will be taking place in outer London boroughs as well as letters via the DVLA to owners of non-compliant vehicles seen in the zone. If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.
Please see the attached information sheet for details of your right to appeal.
Yours sincerely
