Thank you for your request of 14th April 2020 asking for information about the cost of printing Penalty Charge Notices (PCNs) in blue ink.

Your request has been considered in accordance with the requirements of the Freedom of Information Act our information access policy. 

Specifically you asked:

I would like to know the cost of using blue ink on PCN notices versus the cost of monochrome printing. Also what is the recycled content of the paper used.

I can confirm that we hold the information you require. The difference between the two prices (blue versus monochrome) is approximately £0.005 per notice. The recycled content of the paper used is zero.
