From looking through all you have sent me, I am not able to discover how many private cars are registered to addresses outside the current central ULEZ zone but inside the north and south circular roads, which are currently non-compliant.
Please can you tell me that number or the closest estimate of it made by TfL?

Thank you for your request received by Transport for London (TfL) on 13 April 2020 asking for information about expansion plans for the ULEZ.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold the information you require.
The consultation material for the expansion of the ULEZ suggested that 81% of cars in inner London would be compliant with the standards in October 2021 without the expansion of the ULEZ (p62 3b consultation). That figure refers to vehicles circulating in Inner London, not vehicles registered in the area.
The Society of Motor Manufacturers & Traders (SMMT) data for cars registered in London indicated that in 2019 there were 337,000 non-compliant cars registered in the Inner London Ultra Low Emission Zone area (this excludes vehicles in the central ULEZ). There are 483,900 compliant cars, resulting in a compliance rate of 59 percent. This estimate is for passenger cars registered to postcode areas inside the North/South Circular road but outside Central London. Please note that this will include vehicles registered in the zone, but not necessarily based there (such as large fleets). Compliance is assessed by applying the ULEZ criteria and using the Euro status of cars assigned by the SMMT. (Note that this is different to the normal ULEZ process which is based upon the actual recorded emissions of each vehicle, where available).
There has been a significant increase in compliance since 2017. At that time there were 463,000 non-compliant cars registered to the same area, a compliance rate of 44 percent.
The observation can be made that the proportion of registered vehicles within the area is not the best indicator of ULEZ compliance for overall traffic since a large proportion of traffic is from outside the area and also because fleet vehicles may be based elsewhere. Pre-compliance amongst overall traffic is considerable greater. It is also important to note that the ULEZ charges only apply if a vehicle is driven and many people living in Inner London will not use their vehicle every day.
