Instance of tfl.gov.uk website crashes on specific pages

You asked

I would like to know what the instance of website crashes has been on the tfl.gov.uk website since the ULEZ charge was brought in and in particular in relation to pages associated with paying for and challenging ULEZ fines. Also the ratio of crashes to successful page landings in this time period with the ULEZ payment submission page and PCN challenge submission page. Also on the freedom of information request submission page.

Thank you for your request received by us on 11 April 2022 asking for information about the Ultra Low Emissions Zone (ULEZ) website and Penalty Charge Notices.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:

How many congestion charge and ULEZ PCN challenges have made a reference to website crashes since ULEZ was brought in?

Please see the attached Analytics Spreadsheet providing a snapshot indicating the number of visits to each online page in relation to PCNs, and the number of error pages that have been served.

The LRUC Incidents Spreadsheet lists incidents which have affected the London Road User Charging website since the ULEZ expansion went live on 25 October 2021.

To provide an exact number of website errors in accordance with your request would, however, exceed the exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. This is because we would need to identify, extract and analyse thousands of lines of raw log data in its entirety to suitably format it to provide an answer for your request.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit.
