I'd like to know the number of employees whose first language is English that were employed at Band 2 level on non-operational roles in 2016 and that are now employed at Band 3 level.” TfL does not hold the information to answer your questions as we do not hold records of whether or not staff are British, nor whether English is their first language. While we do hold some data as to the ethnicity of staff (where they have volunteered this information), this does not equate to nationality.
