I'd like to know the number of British employees that were employed at Band 2 level on non-operational roles in 2016 and that are now employed at Band 3 level.

Thank you for your request of 8th April 2021 asking for information about promotion rates among non-British Transport for London (TfL) employees.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:

TfL does not hold the information to answer your questions as we do not hold records of whether or not staff are British, nor whether English is their first language. While we do hold some data as to the ethnicity of staff (where they have volunteered this information), this does not equate to nationality.
