You asked

I would like to make a Freedom of Information request for the following information, please: 1. The total number of unique private hire vehicles seen in the Congestion Charge zone between 1st April 2020 and 30 November 2020. 2. The average number of different private hire vehicles working in the zone, each month, during operational hours 3. The average number of different private hire vehicles working in the zone, each month, between 7am and 5pm, Monday to Friday. Thank you.

We answered

TfL Ref: FOI-0055-2122 Thank you for your request of 11th April 2021 asking for information about Private Hire Vehicles seen in the Congestion Charge zone. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. Specifically you asked to know: “1. The total number of unique private hire vehicles seen in the Congestion Charge zone between 1st April 2020 and 30 November 2020. 2. The average number of different private hire vehicles working in the zone, each month, during operational hours 3. The average number of different private hire vehicles working in the zone, each month, between 7am and 5pm, Monday to Friday.” I can confirm that we hold some of the information you require. In answer to your first question, 65,186 unique Private Hire Vehicles were detected during congestion charging hours inside the zone at least once across the period 18 May to 30 November 2020 (note that data for the period 1 April to 17 May 2020 is not available due to the scheme suspension). TfL does not hold the information to answer your last two questions as it is not possible for us to know whether vehicles were working in the zone or whether they were being used for other purposes.
