Thank you for your request received by Transport for London (TfL) on 9 April 2021 asking for information about Congestion Charge cameras.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked: Can you please advise which are the top 5 cameras for catching congestion charge offenders. I wish to ascertain if this is caused by poor road signage.
Enforcement of the Congestion Charge (CC) operates using Automatic Number Plate Recognition camera technology. The cameras automatically read a vehicle’s registration as it enters, leaves or drives within the zone and checks it against a database of those who have paid the charge, those who do not have to pay (because they are exempt, or registered for a 100 per cent discount), and those who are correctly registered for an Auto Pay account. Once a registration has been matched, the photographic images are automatically deleted from the database.
At the end of the third charging day after travel, when the payment period has expired, images of vehicles that have not been matched are automatically downloaded to our system, where they are manually checked and may be retained for enforcement purposes. A vehicle may be captured multiple times on its journey into, out of and within the zone, however we only retain the ‘best quality’ images from a single camera site, which are then included in a Penalty Charge Notice (PCN).
As well as placing signage at each entry and exit point and along all main approaches to the zone, our website contains extensive information regarding the scheme and how it operates. This includes a detailed map of the zone boundary along with a location check facility. Motorists can enter a postcode, street name or location name to verify whether or not their journey took them through the zone.
The tables below list the cameras from which we have used the highest number of ‘best quality’ images to issue CC PCNs for contraventions between 1 January 2020 and 15 April 2021.
