FOI request detail

LTNs and cycling

Request ID: FOI-0040-2223
Date published: 06 May 2022

You asked

I’m writing to make a request under Freedom of Information rules. I would like some detail on spending by boroughs under the Emergency Active Travel Fund and the outcome of the schemes deployed. In total, I think TfL and the London boroughs received £25m under the Emergency Active Travel Fund. Specifically, I’m looking to find out: - how many permanent and experimental schemes the funding supported, and the details of them - how many of those classed as experimental schemes have been kept on beyond the six month implementation period - how many of those classed as experimental schemes have been withdrawn This should include details on how many new temporary cycle lanes were installed with the funding, the dates of their installation, and have since been withdrawn. I would also like a list of all LTN schemes introduced across London since the pandemic and details of which LTN schemes have subsequently been withdrawn

TfL Ref: FOI-0040-2223

Thank you for your request received by Transport for London (TfL) on 6th April 2022 asking for information about Low Traffic Neighbourhoods (LTNs).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

Specifically you asked:

I would like some detail on spending by boroughs under the Emergency Active Travel Fund and the outcome of the schemes deployed. In total, I think TfL and the London boroughs received £25m under the Emergency Active Travel Fund.

Specifically, I’m looking to find out:

- how many permanent and experimental schemes the funding supported, and the details of them
- how many of those classed as experimental schemes have been kept on beyond the six month implementation period
- how many of those classed as experimental schemes have been withdrawn

This should include details on how many new temporary cycle lanes were installed with the funding, the dates of their installation, and have since been withdrawn.
I would also like a list of all LTN schemes introduced across London since the pandemic and details of which LTN schemes have subsequently been withdrawn.”

I can confirm that we hold some of the information you require. The information, so far as we hold it, is provided in the attached document. Please note the following:

  • TfL does not track delivery of LTNs funded outside of the Streetspace and ATF Tranche 2 programmes centrally;
  • London Boroughs do not always inform us when a scheme has been delivered, and so dates are estimates only (those shown as “awaiting update” are where the latest completion date we have recorded has passed and the scheme has not been not marked as complete);
  • Cycling schemes have been implemented under a number of different traffic orders and until the programme is fully complete we do not necessarily hold the information.  Each borough will be able to supply information on the types of traffic orders used for each scheme.
  • You may wish to contact local boroughs individually for comprehensive information on the schemes in their areas.

Note that more general information on LTNs can be found on our website here:

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
