We answered
TfL Ref: FOI-0039-2324 Thank you for your request received by Transport for London (TfL) on 3rd April 2023 asking for information about the Old Oak and Park Royal development project. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. Specifically you asked: “Can you please detail the Green Active Travel Plan for the giant car-free housing re-development at 650ha OOCPRDC and its new proposed active travel connections into Brent, and Hammersmith and Fulham car-free housing towers growths, the soon to be Britain's busiest station being built, the east-west blue amenity Grand Union Canal and to the superb green amenity Wormwood Scrubs Heath. New Kings Cross worked at human scale and successfully to active travel plan around its stations, what is the active travel plan for this giant new car-free stations city in West London building now on similar industrial and rail lands being housing re-purposed?”. TfL does not hold the requested information. Sustainable travel is being considered integrally within the planning of the area - however, there is not a specific, standalone “Green Active Travel Plan”. Note that TfL is not the sponsor of this project. Rather, it is being developed by the Old Oak and Park Royal Development Corporation (OPDC), which was established by the Mayor of London in 2015. The following pages of the Greater London Authority (GLA) website provides more information in this regard: https://www.london.gov.uk/who-we-are/city-halls-partners/old-oak-and-park-royal-development-corporation-opdc An Opportunity Area Planning Framework (OAPF) for the site was published by the GLA in 2015. The framework sets out planning guidance to transform Old Oak, regenerate Park Royal and continue the protection of Wormwood Scrubs. The OAPF can be seen here: https://www.london.gov.uk/who-we-are/city-halls-partners/old-oak-and-park-royal-development-corporation-opdc/planning/old-oak-and-park-royal-opportunity-area-planning-framework - note the Transport Strategy at chapter 8 and the Environment Strategy at chapter 9. A Transport Study was also produced by Transport for London, in collaboration with local boroughs, to support the development of this document. The purpose of this was to provide a strategic assessment of the existing transport provision in Old Oak, to consider the impact of planned future growth and to identify the transport interventions required to mitigate those impacts and support growth in a sustainable way, including through the promotion of active travel measures. That study can be seen here: https://www.london.gov.uk/sites/default/files/34._old_oak_strategic_transport_study.pdf The OPDC works with boroughs, residents, businesses, and partners such as TfL to shape the regeneration. In June 2022 it adopted a Local Plan for the area. The plan details at a local level the significant improvements which will be made to active travel to support growth. This can be found on their website here: https://www.london.gov.uk/who-we-are/city-halls-partners/old-oak-and-park-royal-development-corporation-opdc/planning-policy/opdc-planning-policy/local-plan and via this link https://www.london.gov.uk/sites/default/files/opdc_local_plan_2022_june_2022_including_appendix_0.pdf.
