Crossrail2 Residential Property

You asked

I would like a list of all residential property included in the 2015 safeguarding zone. Your Mr Johnson, a Crossrail 2 safeguarding manager, gave evidence at a planning hearing regarding 2 Merton Hall Road, SW19, on the 20th February 2018, whereby he stated that the property was included in an as yet unpublished future safeguarding map. I would like a list of all residential property included in that map and a copy of said map.

Thank you for your request received on 3 April 2018 asking for information about Crossrail2.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.

In response to your amended request for property details to those within the areas of surface interest. I can confirm that we do hold this information. The attached PDF document contains a list of properties that are within the Areas of Surface Interest identified in the 2015 Crossrail 2 Safeguarding Direction. The maps that accompany the Direction are available at Crossrail2.co.uk.
 
In response to your request for a unpublished future safeguarding zone map, I can confirm that we do hold this information.
 
However, please note we are not obliged to provide the requested information as it is subject to a statutory exception to the right of access to information under Regulation 12(4)(d), which provides that a public authority may refuse to disclose information to the extent that the request relates to material which is in the course of completion, to unfinished documents or to incomplete data.
 
The future delivery of Crossrail 2 and the detail of the scheme is still subject to Ministerial approval. It is, however, our intention that details, including revisions to the 2015 Safeguarding Directions, will be published as part of a further round of public consultation, expected to take place in 2019. At this present point in time there are no proposed Safeguarding Directions in any published document or in the public domain and the current Crossrail 2 proposals therefore have no formal status. The future Crossrail 2 scheme, including updates to the Safeguarding Directions, are therefore still subject to future change.
 
This exception is subject to a public interest test, which requires us to assess whether the public interest in applying the exception outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the finalisation of the information, after all relevant factors can be taken into account, rather than the disclosure of information which does not accurately reflect any amendments that might still be made.
