You asked

What facilities have been installed and how much has TfL spent on providing dedicated motorcycle parking facilities (including theft prevention / secure facilities) in the last three years. Recently, the City of London police have advised motorcycles to be chained yet as far as I am aware, no such facilities exist in the City. By contrast, how much has TfL spent on bicycle infrastructure (excluding highways), i.e. metal sunken posts to chain bikes to.

We do not hold this information as the local authorities are responsible for motorcycle parking facilities in London. However, information on motorcycle parking in London boroughs including the City can be found via the following links:

In 2014-15 and 2015-16 the annual budget for cycle expenditure was £250,000 and in 2016-17 it was £175,000.
