I would like to request the road safety report for the removal of the traffic island on Battersea rise at the top of chivalry road. I am concerned that it does not take into consideration or underplays points raised in my original email (attached). In addition to the report, i would greatly appreciate it if you could advise on the procedure for getting the decision reviewed and the traffic island reinstated.

Thank you for your request received on 5 April 2020 asking for information about road safety.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require.

The island was originally installed to indicate/prepare drivers for the widening/narrowing of the road coming away from and to the railway bridge and to direct the flow of traffic. This is why it is referred to as an informal “traffic island” because its purpose was not to aid pedestrians to cross the road but it there for traffic calming only. There was no tactile paving at either side of the road as there would be at an island designed for this use. The fact that pedestrians chose to use this “island” to cross was also a factor in its removal as this increased the risk with the bollards continually being knocked down and discouraged pedestrian from use the formal crossing points that are positioned 55m to the east and 120m to the west.

As the function of these islands was neither to serve as a crossing nor prevent traffic from entering Chivalry Road, the removal was a minor alteration with a change in the white lining on the road to compensate for the removal of the islands. As this meant there was no substantial change made to the design of the junction a road safety audit was not required.
