The Deep Tube Programme (no longer New Tube for London) has not been forgotten about and is part of the Mayor’s Transport Strategy (pages 50 and 177):

These plans involve the purchase of new trains and signals for all four lines over the next decade and a half. At this stage, we are finalising procurement arrangements for the purchase of a new fleet of trains for the Piccadilly Line, the first of these lines to be upgraded. In addition, we have progressed to a shortlist stage of suppliers for the procurement of new signalling for the Piccadilly Line. We are finalising arrangements to start the procurement process that will result in the selection of a signalling supplier at the end of the current decade.
