Bus build outs

You asked

There is a series of bus build-outs in High Street, Whitton, Twickenham, TW2 A local councillor has recently stated "TfL responsible for the bus stops being built out and they won't change them back" (1) Can you confirm who is the highway authority for this road? (2) Can the council remove the build-outs or would they need TFL permission (3) Would there be any other implications for the council if they removed the build outs?

Thank you for your request received by Transport for London (TfL) on 3 April 2023 asking for information about bus build-outs in Whitton High Street.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.  I can confirm that we hold the information you require. You asked about the following:
 
There is a series of bus build-outs in High Street, Whitton, Twickenham, TW2
 
A local councillor has recently stated "TfL responsible for the bus stops being built out and they won't change them back"
 
  1. Can you confirm who is the highway authority for this road?
 
The highways authority for High Street, Whitton, is the London Borough of Richmond upon Thames
 
  1. Can the council remove the build-outs or would they need TFL permission
 
The council can remove buildouts if they so desire
 
(3) Would there be any other implications for the council if they removed the build outs?
 
If the buildouts were removed, both TfL and the local authority would need to increase the length of inset for the bus stop, hence, a lay-by of 56 metres would be required. This would be in order to provide a fully accessible bus stop to meet the legal requirement under ‘The Equalities Act 2010’, but would impact heavily on parking along the High Street.
 
To put this into perspective, the current buildouts including return kerbs, are both 15 metres in total length between parking bays; this equates to three car parking spaces.
 
If changed to a layby with parking at either end, this would require a layby length of 52 or 53 metres, as shown in the examples below, therefore this would require the removal of an additional ten parking spaces on top of the current three spaces.
