You asked

Dear Transport for London, Lambeth Council’s proposed “West Dulwich Low Traffic Neighbourhood” (LTN) along Norwood Road SE27 from Lancaster Avenue to Robson Road junctions. Norwood Road will be the main entry and exit road for the roads covered by this LTN. In light of this: 1. What if any concerns have you raised with Lambeth Council? 2. Have you done any calculations re how traffic will be affected and how this will have a knock-on effect on bus services on Norwood Road? 3. Have Lambeth provided you with any traffic modelling and if so what? 4. Have you considered Croxted Road / South Croxted Road being used by displaced traffic which is the route of the 3 bus route? 5. Have you considered the 322 bus route that not only uses Norwood Road boundary road but also Robson Road which is a boundary road for this LTN and so additional affected especially exiting the short traffic light phase from Robson Road to turn onto Norwood Road?

Thank you for your request received by Transport for London (TfL) on 1st April 2024 asking for information about the West Dulwich Low Traffic Neighbourhood.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. 

Specifically you asked:

Lambeth Council’s proposed “West Dulwich Low Traffic Neighbourhood” (LTN) along  Norwood Road SE27 from Lancaster Avenue to Robson Road junctions.

Norwood Road will be the main entry and exit road for the roads covered by this LTN.  In light of this:

1.         What if any concerns have you raised with Lambeth Council?
2.         Have you done any calculations re how traffic will be affected and how this will have a knock-on effect on bus services on Norwood Road?
3.         Have Lambeth provided you with any traffic modelling and if so what?
4.         Have you considered Croxted Road / South Croxted Road being used by displaced traffic which is the route of the 3 bus route?

In answer to Question 1, TfL were contacted by Lambeth Council about proposals for the “West Dulwich LTN” in 2022 as part of the borough Local Implementation Plan funding submission. Design options tabled to date include restrictions on Lancaster Avenue – however, as other routes in the area also have weight and height restrictions, TfL have recommended the designs are amended. The borough has now come back to TfL with updated proposals which do not restrict Lancaster Avenue, and we are currently reviewing those.  

Note that the boroughs control the changes on their roads, but if they have an impact on the TfL road network or strategic road network they need to notify us as part of the Traffic Management Act and a formal submission may be required. As part of the borough Local Implementation Plan, conditional funding approval was given on the basis that continued engagement with TfL on scheme impacts would take place, along with monitoring.

In answer to Questions 2-5, TfL has not undertaken any traffic modelling or detail assessment of Lambeth’s West Dulwich LTN proposal. Recent data provided to TfL, on the 9th April, indicates there could be around an additional 100-200 vehicles per hour on boundary road. TfL continues to work with the borough on these proposals and will be requesting that bus performance is monitored on several roads. This will include the roads identified in this FOI request, Norwood Road, Croxted Road and Robson Road, as well as the A205 Thurlow Park Road. Any changes to traffic signal at locations such as Robson Road with Norwood Road, would need to consider the overall impact on all bus services using the junction.
