Thank you for your request received by TfL on 30th March 2019 asking for information about the Tottenham Hale to Camden Road cycle route.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

Specifically you asked:

Please inform me as to whether this proposal envisages any traffic refuges being removed and if so which ones.

I can confirm that we hold the information you require. However, it is being withheld under section 22 of the FOI Act. The section 22 exemption applies when information is due for publication at a future date and when it is in the overall public interest for release of the information to be delayed until that future date.

As you may be aware, TfL has been engaging with local stakeholder groups on four new cycle routes prior to public consultation this summer. These new routes will help to transform cycling in London by connecting with other current and proposed routes, forming a new network, making London greener, healthier and less congested. The proposals form part of the Mayor of London’s plan for Healthy Streets - a long-term vision to encourage more Londoners to walk and cycle by making London’s streets healthier, safer and more welcoming.

TfL has been working together with the London Boroughs of Camden, Hackney, Haringey and Islington in developing design options and proposals for the route, which are not yet finalised as options are still being considered. We are currently engaging with a number of local stakeholders along the route, including business and residential groups, and seeking their views in advance of the public consultation. We plan to launch a full public consultation for this route in June 2019, at which point we will publish design drawings for the whole of the route which will show details of our proposed changes to the highway infrastructure along this route.

We therefore do not plan to release specific information about traffic refuges at this time, as to do so – when our public consultation proposals are still being finalised – runs the risk of putting different propositions into the public arena within a short space of time, which we believe would hinder rather than enhance the public understanding of the plans. Rather, the public interest is best served by having one, finalised set of information published as part of the official consultation, at which point members of the public will have the opportunity to review and comment on the proposals. For this reason we believe the application of the section 22 exemption is reasonable and publication should be made in a few weeks’ time in line with our consultation plans.
