Thank you for your request received by Transport for London (TfL) on 31 March 2017 asking for any documents relating to the closure and rebuild of Upper Holloway bridge.
We have considered your request in accordance with the requirements of the Freedom of Information Act and our Information Access Policy.
Unfortunately, to provide you with ‘any documents’ relating to the closure and rebuild of Upper Holloway bridge would still exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
As previously advised, under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.
We have estimated that it would exceed the cost limit to provide a response to your current request as the information requested is held in various locations and a number of individuals have worked on the project over the past years. In order to answer your request we would need to search our records going back to the inception of the project and provide you with any records considered as documents. Identifying, locating and collating this information would be excessive.
To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. For example you may wish to reduce the amount of information requested by refining your request to concentrate on matters which are important to you, by identifying any specific questions or concerns that you have. Due to the extent of this project we will not be able to answer broad requests for information described as ‘any documents’ or ‘any studies’ as you have previously requested.
